Description of Work:

Granary East warehouse occupancy change from vacant warehouse to A-3b use by Historic Hayden Granary as a community hall for special events, meetings and assemblies. The Granary has hosted community barn dances since the summer of 2010. It came to our attention this past winter (Case #CEBDGC20240009) that it was not in compliance for occupancy/temporary permit. We use the warehouse for summer activities only (community barn dances, Strings Music Festival, Opera Steamboat, non-profit gatherings as an example), it is not heated.

Reviewer Comments:	This permit is a temporary change of use permit to use this facility and old building during special events only that get approved through the Town of Hayden and West Routt Fire District. The Building is only approved under the Historic Building Chapter of the IEBC and under Section 3103 of the 2021 IBC for our review for special events only. The plans have shown egress doors that must always remain open completely during special events, no heat is allowed or approved, and all lighting they have installed must be permitted and inspected under an Electrical Permit. Additionally this approval is based upon the West Routt Fire District approving each event and the owners or organizers must adhere to all West Routt Fire Fire Management Plans and Egressing requirements for these special events including hiring or having approved individuals present to perform Fire Watch Management in the event immediate egressing were required. The Routt County Building Department holds no liability for the any of the existing structural conditions of this building, as no information was provided for us to review, the owners are soley responsible to ensure the existing building is safe to occupy and kept in adequate condition. All Exit Doors must be clearly labeled with exit signs at all times during all events and have exit signs installed for final inspections. This was only reviewed for Fire Code Compliance and West Routt Fire must develop agreements with the owners and organizers at each event to maintain a Fire Management Plan and Fire Watch Management, if this is not done with approval is void and null
